At least 56 senior officials from the U.S. Agency for International Development (USAID) have been placed on administrative leave. This action follows an investigation into alleged attempts to undermine President Donald Trump’s executive order halting foreign aid for 90 days. Secretary of State Marco Rubio enforced the freeze to ensure U.S. assistance prioritizes “America First” interests.

The aid pause has significantly impacted thousands of U.S.-funded humanitarian, development, and security programs worldwide. Many organizations dependent on USAID funding have been forced to lay off employees due to the inability to make payroll. Exemptions to the freeze have been limited to emergency food programs and military aid to Israel and Egypt.

Jason Gray, USAID’s acting administrator, issued a notice explaining the suspensions.

He stated, “Several actions within USAID appear to be designed to circumvent the President’s Executive Orders and the mandate from the American people.”

The officials placed on leave include career employees who served under multiple administrations. Before their suspension, these workers were reportedly scrambling to secure waivers for critical humanitarian activities, such as providing clean water to displaced populations in Sudan and monitoring global health risks like bird flu.

President Trump has long criticized U.S. foreign aid, calling for a comprehensive review to determine which programs serve American interests and which should be eliminated. During fiscal year 2023, the U.S. disbursed $72 billion in foreign aid, accounting for 42% of all humanitarian assistance tracked by the United Nations in 2024.

This latest move has sparked debate about the balance between domestic priorities and global responsibilities. Critics argue that the funding freeze could harm vulnerable populations worldwide, while supporters praise the administration’s focus on accountability and national interests.
