This strategic move aligns with a White House-led schedule overhaul designed to amplify the influence of Black voters in the Democratic primary.
South Carolina, a state pivotal to Biden’s 2020 comeback, witnessed the filing of paperwork by Harris, accompanied by influential Black Congressman Jim Clyburn. In the 2020 elections, Biden’s campaign faced setbacks in Iowa and New Hampshire, but a crucial win in South Carolina, fortified by Clyburn’s endorsement, turned the tide.

The 2024 election calendar underwent a transformation in responding to the call for greater inclusivity. Recognizing the significance of Black and minority voters, Biden pushed for South Carolina to lead the Democratic primary, shifting from Iowa’s troubled caucus system.
DNC Chair Jaime Harrison joined Harris and Clyburn in Columbia, emphasizing the strength of the Biden-Harris coalition. Michael Tyler, a spokesperson for Biden’s reelection campaign, expressed confidence, saying, “The Biden-Harris coalition will be out in full force in South Carolina and will be how we defeat MAGA extremism once again in 2024,” referring to former President Donald Trump.
In a room filled with enthusiastic supporters and Democratic Party signs, Harris predicted success in the upcoming primary, stating, “We’re going to win.” She highlighted the recent Democratic victories across the country, positioning the party with momentum. The campaign papers were formally handed over to Christale Spain, chair of the South Carolina Democratic Party.
Jim Clyburn, visibly proud of the state’s role, showcased a brochure outlining the Biden administration’s achievements. He drew attention to initiatives addressing student loan debt nationwide, despite facing challenges in the courts. Speaking about Harris’s return to South Carolina, Clyburn remarked, “For her to come back here today and be a part of this says a whole lot.”
The Biden-Harris duo aims to recreate the success of 2020, starting their journey in a state pivotal to their narrative. As Republicans initiate their 2024 primary with the Iowa caucus, South Carolina takes the lead for Democrats. However, New Hampshire, traditionally the first primary state, rejects this shift, planning to maintain its January primary status.
While Biden won’t appear on the New Hampshire ballot, top Democrats in the state are organizing a write-in campaign. Minnesota Rep. Dean Phillips, the sole elected Democrat challenging Biden in 2024, has filed to appear on both the New Hampshire and South Carolina ballots.
